Harrogate Spring Water expansion set for decision amid Rotary Wood tree loss concerns

A major planning decision on the controversial expansion of Harrogate Spring Water is expected this week, with councillors poised to rule on proposals affecting community woodland in Harrogate.

Planning officers at North Yorkshire Council have recommended approval for the scheme, which would see the Harlow Moor Road bottling plant extended into part of Rotary Wood. The plans have sparked widespread concern due to the potential loss of around 500 trees.

The application was previously deferred after councillors requested further details on a Section 106 agreement and environmental mitigation, including proposals for new wet woodland. Officers now say the additional information satisfies planning requirements, noting the principle of development was established through outline consent granted in 2020.

Despite this, opposition remains strong. Green Party councillor Mike Schofield has criticised the process, raising concerns about biodiversity, environmental safeguards and the long-term impact on local green space.

Supporters argue the expansion could deliver economic benefits, boosting regional suppliers and jobs across Yorkshire. Meanwhile, Harrogate MP Tom Gordon has urged government intervention, although ministers confirmed the final decision will be made locally.
